Reassessment notices are mailed to all South Carolina property owners every five years. Property owners can appeal their assessments within 90 days of the date of the reassessment notice.
Property owners may also receive an assessment notice when an Assessable Transfer of Interest (ATI) is triggered. An ATI can occur any year. ATI triggers include the transfer of ownership (sale) of the properties, construction of new buildings, major renovations and/or additions, zoning changes, and inheritance, among others. The vast majority of real estate in South Carolina is assessed by county tax assessors. Manufacturing facilities, business personal property, utilities and a few other property categories are assessed by the SC Department of Revenue.
The taxing authorities employ various valuation methods including mass appraisals that rely on computer valuations. Broad valuation criteria are used and property value estimates can vary greatly from actual market value. For no fault of the county assessors, it is a difficult undertaking reappraising a county with 200,000 +/- parcels every five years. With a limited staff and a limited budget, one cannot expect the assessor to appraise every property accurately.
